Measure A

Background

In November 2024, Los Angeles County (County) voters approved Measure A, a permanent half-cent sales tax to fund homeless services and affordable housing development throughout the County. Measure A funding will be managed by the Los Angeles County Affordable Housing Solutions Agency (LACAHSA), who must distribute 70% of funds to Eligible Jurisdictions. LACAHSA designated the BGPRHT as an Eligible Jurisdiction to distribute the Measure A funding allocations to the Cities of Burbank and Pasadena. The City of Glendale, while a member of the Trust, receives a direct allocation of Measure A funding from LACAHSA due to its designation as an Eligible Jurisdiction under LACAHSA’s governance and funding formula as one of the four largest cities in the County.

Measure A funding is broken down into four categories. Details regarding eligibility and requirements for each category can be found within LACAHSA’s Transitional Program Guidelines.

  1. Production, Preservation, and Ownership (PPO),

  2. Renter Protection & Homelessness Prevention (RPHP),

  3. Technical Assistance (TA), and

  4. Funding administration and management (inclusive of soft costs, activity delivery costs, and program administration costs).

Trust Funding

On November 5, 2025, the Trust adopted Resolution 25-7 to adopt the Fiscal Year (FY) 2025-26 Measure A funding budget. An estimated $6,558,968 in FY 2025-26 funding will be allocated to the Trust, as projected by LACAHSA, which the Trust will receive on behalf of the Cities of Pasadena and Burbank.

Pursuant to Measure A requirements, the Trust is actively coordinating with the Cities of Burbank and Pasadena to establish sub-recipient agreements to allocate PPO and RPHP funding to the Member Cities. Through that allocation, these Cities will directly administer their PPO and RPHP funding. The Cities will present their individual Measure A expenditure plans to their respective city councils for review and approval.

Only projects that have received City support/approval will be considered for Measure A funding. Thus, affordable housing developers and/or service providers interested in seeking Measure A funding through the Trust are encouraged to first contact staff from the City of Burbank or Pasadena.

The City of Glendale receives a direct allocation of Measure A funding from LACAHSA separate from the Trust. Thus, affordable housing developers and/or service providers interested in seeking Measure A funding from the City of Glendale should contact City staff.
